Since slavery was illegal in the northern states before the U.S. Civil War, why was slavery legal in Washington, D.C.?

    Because Maryland was WAY below the Mason-Dixon line and Washington DC was in Maryland. So DC still had some southern feeling in Maryland since the state was geographically located in the South. When the American Civil War progressed and dragged on, Lincoln abolished slavery in both Washington DC and Maryland.

    Slavery was NOT illegal in the Northern States.

    It was illegal in the states that had succeeded.

    States still in the union, who had slaves, could keep their slaves as long as they fought for the north.
