I have a nano aquarium , how deep I should put filter inside?

I have a nano aquarium , how deep I should put filter inside (its mechanical filter which stay in water) .

I see oil kind of layer on top of water surface and feel i did not put filter at right height.

Also how long shall i put lamp on in a day -- there are live plants inside.

    Move the filter up so water is splashing on the surface of the tank. Leave the light on about 8 hours a day. No more than 12 hours or you will see algae growth for sure.

    Its not filter fault, someone put oily hands in the aquarium.
