Does ziploc bag have to be closed?

I have read the TSA rules and it does not say if bag must be closed.

Update:

Just seems I could fit more in there if it doesn't actually have to zip closed.

    Yes, it MUST CLOSE NORMALLY.

    You cannot take one that is stuffed to overflowing and unable to close. The TSA regulations do say that, specifically.

    The point of the bag is to limit the total quantity of liquid/gel/pastes/ etc. items. If you can have it overflowing, then there is no enforcable limit.

    I don't think there's any regulation that requires the bag be closed. However if there is something in that bag that requires ventilation, whatever it is might not be allowed on the plane.
