What kind of dog is this?

Likely it's a mix -- my guess would be a mix of Chihuahua and some kind of herding breed. The white blaze and chest are very common in the herding breeds. To go further, the caramel-and-white coloring suggest Corgi, a cow-herding breed from Wales with a short stature.
Chihuahua I'm less sure of, but they've had such an explosion of popularity in past years, it's a good guess.
A vet might be able to tell you more.

Definitely looks like a Papillon mixed with a Pomeranian. No doubt about it!

It looks kind of like a Pomeranian chihuahua mix. Or maybe part Papillon. I don't know for sure though.
