Please check your facts, and post a source for it. HR 4606 was a bill "To authorize the issuance of right-of-way permits for natural gas pipelines in Glacier National Park, and for other purposes." It had nothing to do with anything you mentioned.
*EDIT* - HR 4660 is just a normal, typical appropriations bill. Congress passes them almost every year. It's in the Constitution that this is a power of the US House. In fact, it MUST originate in the House.
It's now going to the Senate to be voted on.
