Did Walmart start pandering to the lazy customers before or after Sam Walton died?

I have noticed that there are a lot of customers that are allowed to get away with a lot of stuff. (lying about employees, bringing electric carts out of the store, leaving dirty diapers in shopping carts, etc)

It appears that the basic mentality of the Walmart corporate mindset is not to rock the boat with customers that are lazy and abusive, because they don't want to lose a sale.

I am pretty sure Sam Walton would not stand for this kind of abuse of his employees.

Update:

If it was after he died, who was in charge of the company?

That is what a lot of other employees recognize as well.

No, it's just customer service. You can't say anything to idiots because they will only make it worse. The type of customers you see a lot of times at walmart are alcoholics, druggies, inbreeds, or just plain nuts. It's better to not say anything than to get some curler wearing belly hanging out smoking she hulk tearing up your store and beating the brains out of your employees.
