You could park near the O2
Then take the cable car on a round trip. When back at North Greenwich, take the river bus to London Eye pier. When you have been on the eye, you could take the boat back down to North Greenwich. All are accessible to wheelchairs and as far as I know, every passenger has to pay whether in a wheelchair or a carer.

Your party may have to split into two for the Eye and Cable Car.
