Is it safe to put a cap over a temporary filling, or should a permanent filling be put in?

My mom needs dental work and has a tooth that needs a cap. She's got a temporary filling in that tooth and the dentist says that he's just going to put the cap over that, but we're not sure how safe that is. Should she have a permanent filling put in? Also, if anyone can answer this, how much does a cap go for these days? Thank you!

    If the decay was completely cleaned out prior to the temp filling then putting a crown over it is ok. Need to find out if the tooth structure can hold a filling and you may not need a crown. Stainless steel crowns (SSC) are a lot cheaper than the porcelain fused to metal crowns (PFM) but the SSC aren't as aesthetically pleasing and do not fit as good they also wear out quickly and need to be replaced on average about every 5-7 years. PFMs are a better choice but are more costly the prices vary depending on the lab they use to make them.
