I have major graphical glitches in Skyrim (PC)?

I recently started getting major graphical glitches in my Skyrim game. It started after doing a few things to my game

1. Installing the Official Skyrim HD Texture Pack: I started the night before I saw it complete, but a friend called on Skype and half way through the call it stopped downloading. It was still done the next morning

2. Failing at updating SkyUI: I forgot to uninstall it through NMM and deleted some files that I saw on the Nexus page and more cause they were labeled the same

3. Deleting my SkyrimPrefs.ini file to reset it: Messed it up by with many different ENBs causing issues

The glitches I've been experiencing are all world clipping that I first noticed at the Warmaiden's Forge in Whiterun. Then I really realized it was a problem when I went into Dragonsreach and Farengar and his are was super glitchy. His desk was gone and so was his clothes, body, and hair. I went use the enchanter and it started to happen to my character. After that I realized that it was glitchy inside all buildings and at forges

Sorry for this being so long it's just really distracting and I'm scared it will corrupt my saves. I thank you for your time and hope to find a solution soon.

    Sometimes fixing what are not broken does not work.

    Clear it all out, (uninstall) everything.

    Then do a reinstall.

    And work out what do you really think is going to make the game more enjoyable. Then if you must add your mods.

    But do the mods one at a time. Play the game before you install the next mod.

    Remember, each mod changes the code. Not all mods are compatible on all PC configurations.

    Your machine does have the guts to run the game?

    Skyrim Specs: (Video Graphics is where most machines fail the test)

    You Do need a machine that meets these requirements for Skyrim.
