If your wifi router is netgear and your computer or phone is connected to your wifi type 192.168.1.1 in the search bar and click search then there should be a box that comes up for the username the default name is admin and for the password the default password is password then you'll be logged in and you can change the password or set up a password to connect to your wifi your neighbor won't be able to use your internet connection without your permission

Well for starters look on your router and obtain the i.p. adress or go to youtube and look up how to through the CMD command. Then once you obtain that adress an example would be like 157.432.1.5 notice how many numbers it has and how many periods it has. 8 nums and 4 periods. okay so what you want to do next is to type that in on your web browser search bar(where you put it links to websites) (duh) and then it should ask you to put it a username and a password. you can call whoever your internet provider is and ask for the username and the password (aka verizon,at&t) Then go to wifi settings if you have wifi and switch the wirless wep security to WPA2 security or something like that. Then make your own password and then he should stop feeding off of it. Hope this helps email me at Hlop78@yahoo.com if you need anymore help!

Setup the security on your router obviously. Since you haven't sense enough to give us the make and model, I suggest you read the router manual.
