Can I pay bill me later with my paypal balance?
Also, can I still buy something will bill me later even though I don't have any funds. I also don't have a credit card account connected, so how would that work? I've seen many people say not to use it because they get random fees but it's probably their fault. Should I trust it?

Without the lecture, you can go to bill me later. There is an address to send a check to. To answer your question, you can pay from your paypal balance. Go to bill me later, click on pay and select paypal balance. If you have the funds it will come from there.
