USPS refused to accept package dues to weight?

Question

I tried to send a package with a prepaid label..i sent this same package once already and it was returned to me because the receiver did not provide the correct address. The package weight 3lb 66oz...so I have to round it up to 3lb 7oz on PAYPAL because that's where and how i pay for my label. When i tried to drop off the package, the lady at the counter told me that the weight on the package is 3lb 11oz on their scale, and the weight on my prepaid label is less than 3lb 11oz... I argued with her for 5 minutes and she still does not understand what I was telling her... my label cleared stated 3lb 7oz..not 3lb .07oz....and if their scale actually says 3lb 11oz..then I am actually paying more for the postage cost anyway...I have sent this exact same package once already without a problem..

1. ounces are not decimals of a pound so 11oz is more than 7oz

2.  the price of shipping should be the same as USPS rounds up to the next pound.  In other words 3lb 7oz, 3lb 11oz and 4lb package shipping is exactly the same.  
if you go there again offer to pay the difference.  or make your label for 4lb if it's more than 3.

1 oz is 1/16 of a pound. 
7 oz = 7/16 of a pound or almost a half
70 oz = 70/16 = 4lb 6oz
3 lb 66 oz = 3 + 66/16 = 7 pounds and 2 ounces

Do not lose decimal point and you won't have to overpay.
Round up to to next pound and you will escape the fury or nitpicking USPS employees.

ALEKS. I understand what you are saying... but with Paypal shipping label...I can not use 2 decimal places... so 3lb 11oz will be 3lb 20oz ...and it will only show it as 3lb 2oz ... my shipping label is 3lb 7oz ..that is 70oz.
