Round hole in the wall by the back door?
I have a 1997 manufactured home with a round hole on the inside wall and outside wall by my back door. It has plastic grates attached to the inside and outside wall with a screen of some sort in it. I guess so water would not get in. The small plastic grill grates are broke on the outside and I noticed during a storm water seeped into the house. A coouple of questions.
What is it used for? Can I block it up? Keep in mind the dryer vent is no where near it.

It sounds like it is a fresh-air inlet vent. It is to allow fresh air to come in from outside. This is typically put in a room that has a gas appliance in it. Like the water heater or a gas dryer. It is a safety feature for fresh air to come in so that the appliance does not expend all of your fresh air in the room and suffocate anyone in the room. the screen is to keep bugs and varmints out. the louvers are to prevent rain water from entering. I would not plug this vent but rather replace the damaged louver inlet. Your damaged one is called an "outdoor air intake grill". You can find them in most hardware stores and home improvement stores/

It is a fresh air return. It is necessary to supply outside air to the A/C system to maintain indoor air quality.
Mobile homes are essentially sealed up boxes that need a source of fresh air.
Find a replacement grill for it.

There are some plastic cap that are sticky ,specially for the door handle section ,I think will cover the damage without any repair .
