who would have gotten the ticket?
I was getting on the highway ramp where the lanes merged. I was past the merge point and an suv hits the shoulder and cuts me off. I honked my horn. He then slams on his breaks inches from us hitting each other. I honked my horn again and he goes into the next lane after on the main highway and throws a beer bottle at my car. Then cuts me off again and slams on his breaks and I nearly hit him.
Now, ive been told I would get the ticket if i had hit him but he would have caused it. Who would get the ticket and why?
If I got a ticket, why am I the one getting a ticket for a accident that's not mg fault?

You're at fault because you got in the way of the SUV. You shouldn't have even tried to get onto the freeway if someone else was going to get angry with you for being in the way.
