reporting it is the only thing you can do - and facebook wont remove it unless it's breaking the rules

If you're tagged in the photo, you can view it and click under options to report it.

report the image to Facebook as inappropriate or something. and request that it be removed. but cant say that whom ever put the image online cant do it again if they want to.
