Retirement status Pennsylvania?
My brother is 52 and living with a multitude of debilitating illnesses. He receives S.S.I. as income.He will not be returning to work. Can he claim retirement status? He had worked at various jobs prior to being in a serious car accident, which started his illnesses. He would be able to receive reduced auto registration for his car, which he drives very little. Every bit of savings is a great help as he lives on so little. The family does what they can to help. Thanks!

Maybe. He should give it a try. From the PA website and from the application itself, the first requirement is: You must be retired and receiving Social Security or other pension as described in Section D on the front of this application, regardless of age. Part-time employment is permitted if you are retired from your principal occupation.
If you receive only unemployment compensation or public assistance, or are a student or other individual who is not retired, you do not qualify.

Tell him to go to the local SSA office and talk to them about possible SSDI social security disability insurance at this time and for this purpose.

in what situation is it necessary for him to claim 'retirement' status?
if he is unable to work, he is automatically RETIRED
if he is receiving SSI he is receiving this money based on his needs, not his disability
he might consider applying for SSDI which as you indicate he has multiple health problems might result in more per month based on his disability

u get to check with each agency for info as it varies.
normally - 60 is the legal age for discounts from agencies.
