Yes many members are having that problem. There is a periodic glitch. Try refreshing the page push f5 to do that and try this, push Control+ or Control-. also, if you're getting a lower pop up asking if you want to show all content click that then enter your answer in the box and the blue submit button will be there.

There is a new glitch - Internet Explorer is identifying one of the latest changes on Y!A as a security risk. You may see a box at the bottom of your page warning you that "Only secure content is shown." To post answers you need to click the "Show all content" button - because part of the insecure content they are blocking is the submit button!

Alternatively, switch to a different browser - I have found that there is no problem using Google Chrome.

That is the latest glitch and seems to only be affecting IE10 users with a security risk problem. If there is a box showing up at the bottom of the page announcing a security risk, click "Show all content". The page will reload and the button will show up. Or switch to Firefox or Chrome, which don't seem to be having the issue.
