I've been told a lot of the northern European countries such as Netherlands, Sweden, Finland, Poland...etc are most welcoming, that doesn't make them perfect places. Where ever you have people you're bound to run into some sort of conflict.

The Scandinavian countries are (though you'll still find a lot of loudmouths who say-without-saying "non-white people should stay out" - does the name Anders Brevik ring any bells?), New Zealand, Costa Rica.
