Legally, the adopted child would just be your sibling. However, it's really more similar to having a step sibling, as there is no blood relation between you.
How you want to define the relationship (whether you are siblings, step siblings, friends or strangers) is up to you. There is no obligation to be or act like a sibling if you don't feel that way, because after all, the adopted child is a genetic stranger.

You're a step-sibling if, and only if, one of your parents marries one of his (or her) parents. That is, if your stepmom or stepdad has a child who is biologically unrelated to you, that child is your step-sibling.
If the stepparent adopts you, then legally you become a full sibling of the stepparent's children, although you're still technically a step-sibling as well.
If your parents adopt a child who's unrelated to either of them (or to you) biologically, that's your legal brother or sister, but not a step-sibling.

Tecnically itmay if you don't have the same birth parents, but in most all familes the adopted and natural child is just siblings with no "extra" title like step, half, etc. You should think and act like this is your natural brother/sister and not make any distinction.

If you adopt, it is as if your parents gave birth to the child. Birth certs are amended to show adoptive parents names. So legally, they are your siblings if adopted. Not step siblings, real siblings in the eyes of the law.

When a child is adopted, that child becomes "as if born to" in the eyes of the law.
So, for example, if your parents adopted a child, that child would be your brother or sister. No "step" involved. Of course, there wouldn't be a blood relation unless your parents adopted your cousin's baby or something like that, but the way the law sees it, that child has the same rights and privileges as a member of your family that you do.
I adopted my son. He's not my stepson; he's my son. He also has another set of parents which we as a family acknowledge. Adoption didn't change my son's DNA, but because he was adopted by me and my (then) husband, the law only sees us as his parents. I know differently because I certainly didn't give birth to him.

If your mom married a man who was not your father and he had kids, those would be your step brothers/sisters.
If your mom had a child with someone who wasn't your father, that would make that child your half brother/sister.
If your mom adopted a child, that would make that child your brother/sister.
