When a runner fails to tag up on a play how is he to be put out? Step on the base he left or tag the runner?

    Yes. Either of those works. You may also have to indicate the appeal for failure to tag up, but most of the time it's obvious.

    Rule 7.10(a) reads - Any runner shall be called out, on appeal, when - after a fly ball is caught, he fails to retouch his original base before he or his original base is tagged;

    All you have to do is touch the base while you have the ball. You don't have to tag the runner.

    Either will make the runner "out".
