Can I swap cards?
I have an old mobile that uses the chip from Luxembourg where it is much cheaper. Can I put this in my wife's phone and continue paying my bills in Luxembourg. We live in France now.

Before put your sim card on your wife's phone,Make sure her phone is unlocked one.
If it's locked by specific network means,you will need to unlock it.For unlocking you can approach your service provider or else try to buy an unlocking service from any one of the online unlocking service provider like http://www.onlinegsmunlock.com/supported-phones/rs...
