Well, The name Flamengo is relative to neither one.
Actually, In Rio de Janeiro there's a district named Flamengo and this district named the football brazillian team.
This district was named this way in tribute to the dutch navigator Olivier van Noort who tried invade Rio in the sixteenth century. In that time Dutch people were called by Flamingos.

Well, I am Brazilian and a Flamengo fan, Flamengo got its name from the homonimal neighborhood, and the neighborhood got its name from Olivier van Noort, a Dutch navigator who tried to invade Rio de Janeiro, and at the time of his arrival Dutch people were called Flemish, and Flemish in Portuguese is Flamengo.
