Fairy rose, constantly growing canes, never flowers?

Am I doing something wrong with my fairy rose bush?

I've already had to cut back a single growing cane that was reaching 3+ feet long, and it seems to just be sprouting ever more and more length, with no buds.

How can I tame this beast and get some flowers?

I currently have it growing in a mop bucket (yeah, not the best choice of container. I'm hoping to plant it in ground or in a bigger container soon. The picture on the packaging showed a fairly small bush, so I figured I only needed a small pot for the time being...but I'm not sure exactly how BIG this thing is supposed to get)

I'm trying to keep it around the 18 inch - 2 feet wide&tall range, is this too small?

Edit: So far I've only cut it twice, once about a month ago when a single cane was 3 feet long, and then I cut 2 super long canes today.

    When did you cut it back? Only prune it back in early spring to 2-3 big buds. It blooms on new wood, but it takes time for the buds to develop. Use a high phosphorus fertilizer, which encourages flowering. Size wise, it likes to be 2-3' tall and 3-4' wide.

    you're cutting off the flowering wood before it gets a chance to flower, stop pruning .

    It will flower on the tips very heavily this Autumn if you just leave it be3ft ht and and spread is normal.

    I've used them as low hedges and the only complaint that I've heard is that they flower too much.
