Is it true that if a woman with a small waist wears a normal shirt and trousers?
and the shirt and trousers are NOT fitted, it may not even be noticeable that the woman even has a small waist?

Most of the time yes. It depends on how you are positioned (your posture) and how loose the top is. With an hourglass shape you can notice as the shirt is more baggier at your sides unlike a rectangular shape. Trust me, I have a rectangular shape.
To be honest, if you have a small waist I would show it off with tight tops or crop tops as it is the figure men love the most on women!
