How do I renew my Philippine passport if I'm residing in Florida USA?

I am plan to visit my folks in Canada and Philippines on the last quarter of this year but my passport is soon to expire in October this year 2014. I've been researching via google and there's one that says to send epassport and the other one says I have to be physically present on one of The Philippione Consulate Outreach prgrams.

I am really lost I do not know what do to. HELP!

    Philippine Embassy in Washington, DC. You must do it in person. The Honorary Consulate cannot assist you in any way.
