Why would Yahoo decline this simple bug fix?

The only thing I can imagine is that the Admin who declined it did not understand what it meant. This is a straightforward request to correct an error on the UI for editing Files. Contrary to what the Admin said, It is not an "enhancement" - the functionality already exists via the Notifications tab of the control panel. That it is missing from the Edit File page must be a simple oversight in the coding of that page.
Yahoo Groups shouldn't be quirky and idiosyncratic, requiring expert knowledge of all the hidden work-arounds. But that's what this UI inconsistency is. Yahoo Groups ought to be simple and obvious to administer as well as to use.
We want our groups to be awesome. Yahoo, don't you?

Files autosent on pending subscription request do actually work, I just tested.

Hi,
It is actually an enhancement in the current system because it doesn't currently exist. They removed it when they rewrote everything on the back-end. It only appears in notifications because of old files (pre-NEO) setup to function in this manner, but they don't actually work since the new system doesn't have any live function for that.
Per the response received, they are not planning on adding those features back to the new system. There logic for this choice is unknown to me. From previous experience, I can say that this is probably due to how it was used in the past or the cost to rebuild that part of the system. As the service is free, they have to balance the cost to build, manage and support every feature against the amount of money that feature will generate in potential revenue.
As more features are launched, features like this can often be revisited. My recommendation is to just keep asking for it and keep telling your Group friends to do the same. The more chatter around a missing the feature the more likely engineering is to push it to production.

@Lena - thanks for the confirmation.
@Echo - you've been misinformed. I just re-tested it in sobfarleytest - I suggest you click the join button on that group and see if you don't receive back two files scheduled for pending members. One I created and scheduled back in 2007, the second I created and scheduled (using Lena's work-around) just now.
When I used one of my test accounts to click the join button on the sobfarleytest group I promptly received both files.
