Do you think the World Cup Final should be the best 2 games out of 3?
Seems as if a team get lucky that maybe they should win two games in a row to validate that they are truly the best.

I agree. If the teams are even there's too much luck involved in soccer.
Perhaps a "two legged" game with a mandatory shootout only at the end of game one no matter the score. Here's how it works:
Game #1 is tied 1-1 at the end of regulation, but Team A wins the shoot out, therefore game #1 goes to Team A because they win 2-1 (winning on a PK shoot out, no extra time because it's too exhausting for the guys).
So when they play game #2 three days later Team A goes into game #2 with that 2-1 lead.
If the second game ends 1-0 with Team B winning, then Team B wins because they scored two goals during regulation (sorry Team A, you only got lucky during the PK shoot out).
But if the second game ends 1-1 then Team A wins because the aggregate score would be 3-2.
This way the stupid/pesky/luckified penalty kicks would only occur after the first game. It's the perfect solution! (If I do say so myself.)
Okay, so what if Team A wins game #1 5-0, then Team B wins game #2 5-0, the aggregate score would then be 5-5. But REMEMBER if you have a mandatory shoot out after game #1 then Team A would have won (at least on the scoresheet) 6-0, or 5-1. Either way, the second game CANNOT end in a tie. The post game #1 shootout is essentially worth 1/2 a goal, making a tie after game #2 impossible.

Because the same hokds for the 2 best of 3 thing.
That would also put more stress on the players.
Also the players have to make it through 16 games to get to the final so I think it is a pretty solid process as it is.
The onky thing i think they ahould do is do sonsthing about head injuries during matches.

No. There is no need for it. Both teams have the same chance on the day. The American system where they play the best of 7 is absolutely ridiculous and just a money grab.

You have 4 years to prepare for that, you should have done all homework, you have to as sharp as possible when you up and compete. Luck, yes, sure, of course, but if you're well-prepared, you don't need luck.
