Yes, that would drive off the chlorine.
You can also just put it into a open container, like a bucket, and allow it to sit for 24 to 48 hours for the chlorine to dissipate.

yes, in fact the chlorine should slowly evaporate without boiling it, you could leave it out for 24 hours if its just a small amount of water. however there isn't often much chlorine in tap water to begin with, usually it's fluoride in tap water i think.

If it was added as a gas, yes.
BTW, fluoride is only added to water supplies when the majority of people served by the plant are in favor of it.
