Serious answer: Nothing. There is no set of laws, no set of fines, or anything that the government could do to stop people from hating each other. It's a fact of nature that people are going to have some issues with each other, and if I want to say "Screw the Jews" (not me, but you get the idea) than nothing anyone can do will stop me. People will tell you that the best way to stop hate crimes is to bring about education, but all this does is cost the government so much more money, thereby increasing our tax spending and having it go to something relatively useless and ineffective, because very little people will have their views changed by such a course of action. I'm not saying hate crime should be let rampant, but in all fairness, the chances of society eradicating such behavior are very very slim
