With that said; i think Pep could get a clear decision win in a 12 or 15 rounder.
The major factors giving Pep the advantage are;
1. Height and major reach advantage [of aout 2'' which is allot in the lower divisions].
2. Experience. Willie Pep had as much pro experience as anyone has ever had. He knew little [sometimes dirty] trick which would frustrate the smaller Guillermo.
Willie Pep fought and beat better fighters than Guillermo.

In his best prime,Pep only lost to stronger, aggressive and rugged fighters as Sammy Angott, who was actually a veteran lightweight fighter when they fought and the great Sandy Saddler who was also capable of competing with and beating lightweights, in compiling a startling 143-2-1 start.
Sorry, I don't see Rigondeaux having those qualities so as to deserve even mention in a mythical match-up with the greatest featherweight fighter and one of the finest boxers of all time.
Rigondeaux is more of a passive defender who relies on his solid defense and the mistakes and ineptness of his opponents.
Pep was more of a well-rounded fighter with great defensive abilities with his active and energetic movements and maneuvers around the ring which also allowed him to initiate actions, to land first and avoid being hit in return and to counter beautifully with combinations.
Even Rigo's personality is catatonic compared to the spry and lively Will of the Wisp.
No match. Pep peppers Rigo on the way to an easy points win. Just another day in the office for Pep.

Lets see, 14 fights, 32 year old african, who hasn't faced an elite or any real threat vs a legend that had superior footwork, defense, and skills along with ring iq. Willie pep wins.

I'd go with Pep because he's a lot tougher, and, despite his rep as a defensive fighter, the guy could dish it out too on offense. He knew how to fight from the distance, but could certainly brawl if need be.

Rigo, like Gamboa and most Cuban boxers are short distance amateur boxers. Rigo just hasn't been exposed for his bad stamina or his short distance amateurish skills like Gamboa got when facing someone real.
