Why does the UN fail to intervene?

All member nations of the United Nations are parties to the Universal Declaration of Human Rights. The UN is not holding members to those standards. Shouldn't the UN be disbanded if it does nothing to stop gross violations of human rights?

    I remember a line in the movie Hotel Rwanda...unless it benefits them to stop it or it nterfers with the leaders of the world; they simply dont care and cant be bothered.
