Are there some upper echelon classes of people too powerful to imprison?

A recent Rolling Stone article titled "Gangster Bankers: Too Big to Jail," by Matt Taibbi described how some class of people are too powerful to imprison.

Do you believe this is so?

    Yeah, you could pay off a fine, hire a better attorney or just be favored by the jury. There was recently a guy in the news that was put on probation for raping his 3 year old kid. So he never served time in prison. It caused a sh/t storm in the media
