How to refresh my pc windows 8?

Okay so i didn't upgrade my Toshiba laptop's windows 8. It was originally windows 7 and it was upgraded by someone else who did not give me a single information about the disk or anything else that was maybe later required. So basically here's the problem. Short and sweet. My computer seems to have a messed up file and now won't work or even give me the sign in option unless i use safe mode. So I was thinking Is there maybe a way to refresh my pc without the use of the disk? I have seen many people talk about the Install.wim file, but i do not have that file so can someone maybe tell me if it's possible to maybe get the option to refresh my pc without that file or if there is a way to get it from another computer and be able to be transferred using a USB? Any help would be appreciated.

    If your Toshiba Originally Came with Windows 7 and Windows 8 was simply added to it without fully wiping the hard disk then there is a chance that you might have a recovery partition to factory restore your computer and make it run like new!

    but if the recovery partition was removed while installing Windows 8 then you'll have to do it from scratch!

    the best way to find out if you still have a recovery partition to factory restore your Toshiba Computer is to restart it and consistently press number 0 or F12 before it attempts to load windows!

    if factory restore partition loads then restore the computer if not then you'll have to manually formatted it with a Windows 7 setup Disk and activate it genuinely using the product key sticker on the bottom of your laptop.

    then whatever device drivers(sound card, wifi card, video card and etc..) are missing you'll have to visit the manufacturer website www.Toshiba.com and download latest drivers specifying your computer model!

    Get on with Safe Mode. Put your pointer at the bottom right corner of the screen then right click, click Command Line (Admin). Type sfc /scannow and press Enter. Wait for it to finish, it will probably take a while.

    Restart once it finishes then restart your PC to see if that fixes the problem. If you get an error message along the lines of “found problems but could not repair” then run another command.

    Type Dism /Online /Cleanup-Image /RestoreHealth then press Enter. Gonna take a while again. Then try the first command after that is done.

    Restart to see if that fixes the issue.

    If whoever didn't create a recovery partition then there is no other .wim file but it seems to me that's not the issue. If you can login in safe mode then you have all the files you need and should be able to login otherwise. login to safe mode and check your event viewer to see if you can find the real cause. Click start and type eventvwr good luck
