no company will rent a supercar to anyone below the age of 25 and without leaving a very large ($5,000 - $10,000) deposit.
that being said, revving a car can be extremely bad if the engine hasn't been warmed up. if the car has been warmed up (running for around 30 minutes) then a quick rev isn't that bad but it's not good either.

Look here wanna be rich kid that gonna be an easy 300,000 deposit and that's probably just to rent them for 24 H's hell get a limo like every one else It's always someone who want to spend other people's money.
