How do these Pain Management Centers work?

I saw on TV that they can charge $300 for a visit.

All they do is prescribe pain killers.

How in the world do they get away with this?

Those pain killers are then sold off in the streets for 10 times the price.

Why are these places not 100% shut down?

    Capitalism: There is a market for drugs, doctors can sell prescriptions to meet the demand.

    This just has to be Judy/gowiththeflo!

    No all they do is NOT prescribe pills.
