why does the pump have mud on it?

If the oil pump on an engine has what looks like mud on it, then water got in.
If it is old, sitting for decades, and not changed ever hardly, that is normal and just needs being cleaned.
But if this is an engine that has been normally driven, the only thing that would allow that much water to accumulate to make the oil look like mud, is a blown head gasket or cracked block.
Do a cooling system pressure test and see.

NOTHING TO DO WITH MAINTAINANCE AND REPAIR. You just need to clean it.
