Dodgy, if he's bought the car it should be in his name, not the previous owner. Sounds like a tax or insurance dodge, or something else. Tell him to sod off or you'll be party to whatever scheme he's mixed up in. The thing with car crime is, it's trackable, in this case, back to you.

Sounds like he is trying to use you to get that car. If it's registered to someone else he has no leverage

Sounds like fraud or something else very illegal.
DO NOT DO IT
it is something illegal, then it is YOU who is caught on CCTV requesting the tabs, and YOU who will get caught and YOU who will be going to court, and YOU going to prison
