who should I start at flex and who should I start at QB?
My flex is WR/RB/TE and I have either Mike Evans, Marquise Lee, or Jeremy Hill and then for QB I could start Philip Rivers or Tony Romo

QB: Please start romo at qb, the cowboys defense is really bad which means they will have to trying to keep scoring to keep the game close with the opposing team... who cares if the cowboys go 8-8 every year for fantasy, romo is a top 10 for fantasy.
Rivers averaged 26 pass attempts a game last season which was really low.
FLEX: I would say Marquise Lee, Bortles should start and will be an upgrade from Henne. The Bucs also have Vincent Jackson which might be bad for evans. I would start Lee since he is the number 1 wide out

You have to pick them by week. For the first week, I'd go with Tony Romo. I'm not a real big fan of his play, but he's going up against the 49ers week one which is going to be easier than Rivers going up against the Cardinals defense. As for the Flex spot week one, Mike Evans should be your guy. The Bucs are going up against a Carolina secondary that has good players, but all are new. Their secondary is filled with free agent acquisitions and although later in the season they should be playing very well, they'll struggle to stop Mike Evans. They'll probably focus too much on Vincent Jackson, leaving Mike Evans open to have a big game week one.

For QB I'd go with Rivers. Flex I'd start Evans or Lee depending on who they play. (Don't start Rivers in week 2 though.)
