In the UK, lots of restriction for newer rider with the learners permits, engine size limitations mean mopeds and 125cc for first year- and those are too slow to be safe on the high speed road. In US, the interstate system is the limited access roadway and the federal standard under 150cc is the prohibited 'motor driven cycle' that the sign says not allowed along with horse drawn, pedal powered, and pedestrians, agricultural equipment. Some states say under 250cc for learners permit and not allowed on the main roads. Where are you? some posts from Canada seem to note a years restriction for new license riders and permit holders.

Uhhh... limited access highways are freeways with ramps to get on and off. There's limited access. No driveways. Though a 30 second google search will tell you that.

Though, I'm not sure what MP course you are talking about.

In the UK you aren't allowed on motorways with a learners permit, or a moped, horse-drawn carriage etc. because, well, they are for people driving fast who don't expect to to find anyone going slowly or driving in an inexperienced manner.
