i want to find a way to submit an idea to have it worked on by engineers and farmers alike and have no idea where to submit something like that. i want the ability to submit sketches and verbal ideas to discuss how to make this idea a reality.

Talk to any professor in any university that related to this field. Only this way might have a chance to have a free of charge test if your idea is interested enough. Because professor has many chances to let his students to do any free labour task.

Something related to agriculture????
It really depends on what your idea deals with. If it has something to do with growing soybeans, that's different than if it's raising sheep, which is different than equipment for harvesting wheat, which is different than the pH of the soil, etc etc.
If you want specific answers, you have to ask specific questions.
