Because the trolls who post such questions have learned ways to get them through the system such as using special characters instead of typing the racist word. As for nobody offended, false, I report such questions, You can indeed move your question after it is posted, there is a box that says edit category, use that

Many people are level 7 idiots, and I'm not saying all but many level people on Yahoo! Answers don't know how to properly report! (If you're reading this level 7 people, I think you know who I'm talking about!) They report innocent questions and answers only! I've only been reported twice but trust me, it annoys me like crazy!

YA is a user moderated site - if abusive content remains on site, it's because only a few of us bother to report violations
