Why do people think that all states implement IDEA 2004 the same way?

I have worked in special ed in four states and one other country and they all had different interpretations of the law and procedures. For instance, Florida has dropped the severe discrepancy rule for SLD, but other states have not. Likewise, Florida now calls RTI, MTSS. Just like any other law I think IDEA has many interpretations. Has that been your experience?

    Well I've only dealt with the law in one state, and I assumed that it was implemented basically the same because it's a federal law. I guess unless you experience or study the implementation of the law for multiple states, you won't realize how each state is different.

    The law is vague in a lot of ways, which does lend itself to various interpretations. I have noticed that different school systems have variations such as what they consider necessary, what services they will provide, and what their IEP form looks like. There is a LOT that is open to interpretation and even once you have the IEP written--and it is supposed to be so black and white--there is leeway in how teachers carry out the goals and objectives and how they monitor progress. I am, of course, writing from a parent's perspective.
