Mostly teams travelling overseas carry around 17-18 players to begin with. As others are saying its up to the board to select as many as possible players but squads are restricted to 17-18 mostly. If a shorter tour is taking place, like Bangladesh vs W.I. then they could take only 15. Then team is on a greater risk of having to call a player all the way from Bangladesh to W.I., if any player gets injured.

We know the conditions prevailing in both Australia & New Zealand, so selectors would want to pick quicker bowlers for both these countries, especially those who can swing the ball as well. It could vary slightly, as N.Z. offers more swing, so bowlers who are good with swing could be picked. Whereas stronger & faster bowlers, who can bounce the ball, i.e. Umesh Yadav & Varun Aaron could be the 1st choice, after Ishant & Bhuvneshwar, as both are quick for Indian fast bowlers. So there is slight change of plan for both countries. But India doesn't have much choice with fast bowlers, as most of these bowlers get to tour both countries normally.

The number of spinners would be restricted to frontline 2 spinners & part-timers, who can share the load, if need be.

Batting line-up again is settled, so you won't see much changes from teams playing away in S.A., Eng, N.Z. or Aus but if some good players come up during period leading up to the Aussie tour, they might get picked, as batting has become bit weak, especially overseas.

I'll only one question as its fair.Depends on how many substitutes you can bring along yourself. There is no hold on how many but most countries stick to below 25 players at most.
