Would this person be drunk or just nuts?

Question

I'm at my house in the college Mecca of the US (Cambridge, MA) and have just observed a young man running down the street in what appeared to be a child's Spongebob floatie tube and not much else.

I'm thinking he was drunk as were he just nuts he'd have something to prove.  Suffice it to say, my mom's garden gnomes have bigger equipment.

It's the start of frosh week, isn't it? 
And that's area's schools are really big on fraternities too, aren't they? 
Could be an "initiation" thing (on it's own or in addition to being drunk.)

Or his new "friends" might have talked him into skinny dipping and then run away with all of his clothes, leaving him just the Spongebob thing to try to cover up. And being drunk certainly seems compatible with this possibility too. This senario sounds like a lot of guys I know.
