    y = a(x - h)² + k

    Is the vertex form of a parabola

    Where (h, k) is the (x, y) of the vertex

    and a determines the width.

    Plug in the (-1, -3) vertex yields

    y = a(x + 1)² - 3

    Plug in the given point to find a

    141 = a(5 + 1)² - 3

    141 = a(6)² - 3

    141 = 36a - 3

    144 = 36a

    a = 144/36 = 4

    Plugging in 23/6 for a into

    y = a(x + 1)² - 3

    y = 4(x + 1)² - 3

    Expand

    y = 4(x² + 2x + 1) - 3

    Distribute

    y = 4x² + 8x + 4 - 3

    y = 4x² + 8x + 1

    p(x) = 4x² + 8x + 1
