Would it be feasible (or even possible) for a large city to provide city-wide wifi to the entire city, making it one huge hotspot?

    Some cities already do this for the main city centres, including Taipei, Florence,Tel Aviv, Helsinki.

    Hong Kong, Macau, Paris, New York, and Perth in Western Australia.

    Think.....

    The city of Los Angeles covers the whole city with high-speed Internet WiFi. The 10,000,000 residents drop their Internet service. The ISPs lose $500,000,000 a month. Six Billion Dollars a year.

    Think. Who is going to pay for the six billion dollars a year that costs the Internet service that they are residents are currently paying?

    I'm pretty sure that already happens in some locations. Bellevue, Washington, for example.
