Why was DVD even made if Blu-ray could have been made instead at the time DVD came out?

I mean by admission, DVD compresses the file of the production piece, thus degrading it. Hell I think most DVD-camcorder produced pieces are like this too.

Bluray doesn't do that at all, thus achieving the highest quality possible. The original quality you saw on TV or in the cinema you get on bluray.

You even got it on laserdisc to a certain extent.

At the time blu-ray was too advanced and expensive, therefore people wouldn't buy it. When blu-ray got cheaper and easier to produce, blu-ray was introduced.
