How long does a fighter have to be inactive before you take him off your P4P list?

If SOG doesn't have a fight scheduled by November 11th (which he won't) then he's off my list completely. It'll have been over a year since he last fought and he has nothing set.

Normally, one year of inactivity strikes a listed fighter off but how do we treat this case where the fighter (Ward) is not solely at fault? He is embroiled in a protracted contract dispute with his manager which prevent him from fighting.

Why would we strike off somebody as good as Ward that no 168 and even 175 pounders have come remotely close to beating?

The selected panel voting fighters into the mythical list has stressed time and again that the P4P list also takes into account the fighter's historical record of performance which is given more weight than other factors. This could be the reason why some fighters remain in the list despite their inactivity or recent less than sterling showing or even unexpected loss ( eg Pacquiao, Marquez, Bradley )

Ward is 0-3 against Goosen and Goosen is now sueing him for arbitration for 10 million. Wasting his prime and doesn't deserve to be on the p4p lists anymore.
