What you think is the problem with this laptop? Charging issue?

What you think is the problem here? Laptop is plugged in, charging light is on, the windows status is reading "Charging" but instead of going up by 1, it's going down by 1. Tested the charger, nothing wrong with the charger. Tested the battery, nothing wrong with the battery. What you guys think? I'm thinking motherboard. Or maybe a specific section of the motherboard that controls the charging? Laptop is a HP 2000

    My first thought is that the "smart battery" is adjusting its internal measurements to provide a more accurate display. (Translation: there's probably nothing wrong.)

    Give it a chance: keep it on the charger for as long as you can. Maybe shut down the laptop and let it charge while shut down.
