What makes a culture so full of themselves that they think other cultures owe them something they absolutely don't?

    No culture thinks any other culture owes them something. But some cultures have had bad things and atrocities committed against them and other cultures have benefited from it as a result. Some cultures just want others to acknowledge that and try to make things better.

    Edit: Tell her that Rainbow Dash says she can come to Equestria anytime she wants.

    Xenophobic people are people who fear and hate other cultures. This is a common mental illness for narrow minded individuals. What is most important to do is to respect other cultures thru understanding it grew as it did to fit a specific environment and adapted as necessary for the population to survive.
